[UI] Notify to restart usage server when any usage-related settings are updated

The UI currently notifies to restart the management server(s) when any usage-related settings are updated.

usage.stats.job.exec.time
usage.stats.job.aggregation.range
usage.execution.timezone
usage.aggregation.timezone
usage.sanity.check.interval

The steps to reproduce the bug

1. Navigate to the Configuration -> Global Settings n UI
2. Search for setting usage.stats.job.exec.time / usage.stats.job.aggregation.range, and update it.

What to do about it?

Notify to restart the usage server instead of management server.

The following settings seem relevant to me. All should have category “Usage” and those with setting not (?) dynamic are affected by this issue of yours. If we change the appropriate categories I think we can easily tailor the message based on that.
