Make zkClient._operationRetryTimeoutInMillis configurable

**Problem**
_operationRetryTimeoutInMillis is hardcoded to 24 hrs 
This can result in long wait times and impact clients that want to fail fast. 

**Solution**
Make _operationRetryTimeoutInMillis configurable
