Completely hide copilot in our codespace

The two changes here do disable copilot but only after the codespace makes it through some of the initial setup steps. I'm at a loss for how to completely hide copilot during setup as well.

Some resources:

• I left a long comment on a GitHub discussion. It's worth reading the discussion for other ideas of things to change.
• There is supposedly a global copilot configuration setting, which I flipped from "All repositories" to "No repositories", but that didn't work.
• Default hiding the secondary sidebar, where the copilot chat is displayed.

I spent a little time researching and trying a few things with no luck.

It's really frustrating that nothing works! Especially, hiding the secondary pane or even configuring user settings.
