Raw string breaks forward generation in pre-compile-phase #2843

Describe the problem
Raw strings breaks forward generation in pre-compile-phase.
Seems to be a specific problem to that example of a raw string. I'll update after I found the criminal.
Addendum: somehow the quotes in the <pnpx: line seem to be the culprit.
To reproduce
Expected behavior
should compile.
