ADPICam RELEASE.md appears to be out of date

RELEASE.md says:

* Created new version of ADPICam Driver.  Note that at this time this is still a work in progress.
  At the time of this writing, only basic information is being displayed and Acquisition is not supported.
  This version requires ADCore R2-2 or later.

But the documentation implies that the driver is actually functional.

Note that RELEASE.md implies that tag R2-0 exists, but it actually does not.

@JPHammonds can you please create a new tag if the driver is ready to release, and update RELEASE.md?
