readback in 'Fixed Energy' mode requires cam1:datatype to be float64

We have set the client software (bluesky) to set this but might be useful for the IOC to auto-set this as well. We had an issue where we where reading 0 because it was set to `int8`, but interestingly even `float32` also returns values of 0.
