Not possible to use Pipeline Permission 

I tried to use the setup described in the section: [Enabling pipeline permissions](https://www.spinnaker.io/setup/security/authorization/pipeline-permissions/#enabling-pipeline-permissions)

But when setting the following in a dinghyfile it's not working

"roles": [
  "execute-role"
]
..
```
