Reconciliation issue with apostrophes

Issue

While reconciling the scenesfrancophones-ca dataset using the "minter" feature, I ran into a problem with a name string that I was unable to match with an Artsdata record I knew existed.

"L’Unithéâtre" (scenesfrancophones.ca/id/137) did not match "L'UniThéâtre" (K2-5332).

After many attemps at manually editing the name string and the postal code, I managed to get a match when I removed the postal code (missing and Artsdata) and I used "Unithéâtre" as a name string.

Expected behaviour

I would like the reconciliation service to treat straight and curled single quotes as near-equivalent symbols. It should treat them in similar way as characters with or without accents.
