[DESIGN]: Use consistent card layout for Governance Board overview sections #5135

Describe the Issue
On the /community/board page, the three introductory sections:
What is the Governance Board?
How can I become a Board Member?
What are the responsibilities of a board member?
are currently displayed as plain text blocks arranged in columns.
However, further down on the same page, “Current Board members” are presented using well-defined card components with consistent spacing, border radius, and structure
Expected Outcome
Refactor the three overview sections into consistent card components that:
Use the shared Card layout pattern
Include uniform padding and border radius
Maintain consistent spacing between items
Preserve responsiveness
