Split concepts text and repository template data

I would suggest to create a new repository called aternosgames/repository-template which contains a repository directory with all files that could be copied directly into a new repository (.github folder with templates, README template, LICENSE etc.). The main README would contain a guide for new repository with explanation about required setup steps such as branch protection and label creation (the label.json would also fit into that repository).

Why not improving the base idea? Why not just make a sample repository where everything's already set up and you can just start right away. How about that?
