Wire in place testnet command

Wire the in place testnet command in atom one. It helps a lot while doing tests against mainnet state.

Is it different from make localnet-start ?

Yes, it allows you to take state from a mainnet node. Swap the validator set, fund yourself some token and basically try things out on mainnet state (instead of a fresh empty chain).
