Following atomone-hub/cosmos-sdk#19, we need to customize the AtomOne MaxComission for the v4 uprgade. It needs to be set at 5%, like the MinCommission, ensuring that commission is fixed to 5% and cannot be changed.
Similarly, the migration should update all validators' commission and set them to 5%.
Don't forget to update the CL.
