Maximum reel-out speed is not taken into account in windspeed regime 2 and 3 #7
Description
When lowering "reeling_speed_max_limit" below a certain value, it is clear that this limit is only taken into account in the first regime. When entering the second regime it uses the last reeling factor out ("f_out") from the first regime to as arguments in objective function 2 and 3. But it does not take the "reeling_speed_max_limit" into account and the reeling speed goes over the limit as can be seen in the figures below where "reeling_speed_max_limit" was set to 1m/s.
The strategy used in regime 2 and 3 does not really allow for any restriction of the reeling out speed.
