Add Published Component

in the GoalGroupComponent.jsx file in the return statement for the Template Publish State condition build out a published component to be rendered when the template isPublished state is True Line: 166

Note that this component should display the updated information inside of the DB. (check to see if the data is to be pulled from redux store or the DB)

Remove all BTNs cause when TemplatePublishedState becomes false again The changes should be updated accordingly.
