bug: missing secrets in infra creation

Issue: secret manager param - not found

Where  labs/module5/notebooks/2_llm_gateway.ipynb

Blocker - cannot proceed w/ the module

Tried fixing role issue to get out of Access denied (worked) - but got blocked at missing param xxx

Net-Net: there seems to be an issue w/ the terraform infra creation. This ticket should focus on resolving it.
