Add the startingPositionTimestamp to ManagedKafkaEventSource and SelfManagedKafkaEventSource.

• AWS::Lambda::EventSourceMapping supports StartingPositionTimestamp as one of the supported properties.
• CDK L2 EventSourceMapping and CfnEventSourceMapping L1 constructs also supports startingPositionTimestamp.

Oh wow, I didn't even realize that. Now I only wonder why this functionality exists in two places and what their future is? 🤔
