Enable additional Slurm logging for the Power Saving plugin (#1717)

Set `DebugFlags=Power` and `SlurmctldDebug=verbose` in slurm.conf

These settings enable additional logging for the Slurm power save
plugin. The additional messages don't pollute the logs excessively
and may be useful to debug scaling issues.
