New raster data needs styling #39

@davidheyman I'm mainly talking about the Access to Improved Water Source and Access to Irrigation layers. If we had a datasource maybe we could track down what the pixel values mean and assign a better color scheme and create a legend. Currently, there are 4 and 6 unique pixel values in the data, respectively.
