DST is not Fully Functional #4
Description
The Clock is hard coded to adjust for DST. Currently, it must decode the DST bit from WWVB and only then it will apply the DST offset, This does not occur at the local time of 2:00A but will only change when 1) the time passes 00:00Z and the DST bit is properly decoded.
