Move settings in user edit form into a vertical tab instead of a fieldset.

If/when backdrop/backdrop-issues#3872 gets implemented in Backdrop core the settings that currently reside in a fieldset should be moved into a vertical tab, to follow the new, cleaned-up UI in that form.
