Outdated GHA runner

GHA are still running on ubuntu 20. This is outdated and causes automated tests not to run.

Doesn't seem to run, only shows as queued. What do you see there, @argiepiano

Second try, still won't run. At least, this time a timeout will apply. 😉

But GitHub has problems again. Their status page states "Pull Requests Partial Outage" 🤷
