Neighbors should be re-submitted to the IRI if "addNeighbors" command fails #9
Description
In the case that the IRI takes longer then expected to start the first "addNeighbors" command sent by ICCR will fail. If Neighbor refreshing is disabled by the user, the ICCR will not make any further attempts to add the neighbors.
As such we need the ICCR to somehow verify that the "addNeighbours" command was successful and in the case that it wasn't, it needs to retry.
