Encoding issues for template content

Hi,

When creating a bug template that contains accents, it seems to be stored properly in the database (according to the properties of the bvp_templates table), but when selecting said template while filing a new bug, the content has encoding issues. For example, "DESCRIPCIÓN" is shown as "DESCRIPCIÃN" and so on.
