At resolve time, Bazel should follow the standard cargo registries config, including source replacement. You may need to set At download time, we use the standard downloader mechanisms, so you should be able to use downloader rewrite rules. |

Is it possible to avoid downloading crates from static.crates.io?
I try to use my bazel build framework airgapped without connection to the internet. I use archive_override for the rules_rust, rules_shell, ... and crate_universe for downloading our crates and the dependencies of our crates from a artifact store nexus.
But many crates will be downloaded from static.crates.io which are a content of rules_rust. I get sporadically a 403 Forbidden error for them and i would try to avoid downloading from internet.
Does anyone have any ideas on how I can prevent this? Why this crates will be not downloaded from nexus, too?
