Upstream platforms do not have Cortex-R instruction sets

At present we bazelbuild/platforms does not currently have a set of 'cpu' values for the ARM Cortex-R processors. This makes creating a toolchain for these devices more challenging.

We should add these architectures to the upstream CPU attributes and then create toolchains for them.
