Replace microsoft/variable-substitution

The microsoft/variable-substitution GitHub action used by action.yml is deprecated, and causes deprecation warnings because it uses Node 12 instead of 16. We should replace this before GitHub removes Node 12 support. There are numerous forks of the Microsoft package but it's probably better to find a well-supported package or write our own solution.
