2.20 Hotfix Bug: Banner displayed when study period not listed

## **Bug Description:** 

**Actual Behaviour:**
- Beta early adopter banner is displayed when "study period is not listed" checkbox is selected. 

**Expected behaviour:**
- Beta early adopter banner should only display when "institution is not listed" or "program is not listed" is selected.
