Appeal Conversion - Remove Exceptions & Create Appeal Forms

Background
A number of exceptions are moving to appeals for 26/27; all current year income exceptions (Student, parent, partner) and exceptional expenses. These tickets are all created separately and speak to the individual appeals but a lot of the work overlaps in the same areas (FT Assessment, FT Application 26/27, and Consolidated Data).
The work required for these changes doesn't change the logic of how the assessment is impacted, but will change the input variables from the different forms that feed the assessment.

To prevent work conflicts on the same file(s) and the incoming new appeal structure, this ticket will do the following work for each of the identified tickets:

• Remove the Exceptions that will become appeals from the SFAA 26/27 forms in PT & FT.
• Update the assessment paths to ensure we keep the existing calculation logic but handle not having the inputs we'd expect.
• Create new appeal form definitions based on the existing exception questions in the application form.
