Verify flow - update to work with migration filter

For the migration batches we have been doing, we make mostly make use of the migration table entries via the USE_MIGRATION_FILTER, MIG_GROUP_IDS and MIG_BATCH_IDS options. The corps tombstone flow, delete flow and the colin freeze flow already make use of this. It would be helpful to get the verify updated to support this as well.

The delete and freeze flow may be useful references.

Note that it should work where just the group id is provided or just the batch id is provided.
