ITVR - Language update for Passenger Vehicle Rebate login page

Describe the task
The business area has requested that the passenger vehicle rebate login page be replaced with a 'maintenance' style page with updated language to reflect the pause in the program. This text needs to be in place for the Morning of Friday, May 16th 2025.

Purpose
This task is needed to better inform the user of the live status of the rebate application program. The intent is for this new text to be the first thing a user sees upon reaching this web-page, so they are aware of the change in status of the program as of the morning of May 16th.

Acceptance Criteria

• The following desired language is presented on the maintenance page when a user arrives at the URL: The CleanBC Go Electric Passenger Vehicle Rebate program is now paused. Applications for rebate pre-approvals are no longer being accepted. Thank you for your interest in this program.
