change Usage to pull from new usage data in Get RUP endpoint

Need to change the ipad to not generate usage on initial create, but to display a message saying 'perform a first save to get usage data'. Then use the new usage data (breaking it down by FTA or carry forward) from a 'Get RUP' call.
