Gamepad Hat*(direction) doesn't allow value input

basically a hat is the same as an axis but it is called a hat.
so this module ends up sending a value 0.00003 to the hat in hardwaretester
because in code you have a value of -1 to 1 while the max is probably the same as MaximumAxisValue
