top and bottom bars

the current top and bottom bars are very static. Even the code it self lacks elegance. I would like to take the time to rewrite the code to better. And for help when we have the help to help.

Bottom bar has been removed completely from most of the interface. We only gained a few pixels worth of space but it does look better. Top code is currently being reworked, and might get a complete overhaul due to the limitations in the code when it comes to tablets.
