[UI] Create admin panel

Create admin panel with section for:

• managing CFP (call-for-paper) submissions;
• managing articles (created from the JUG 3.0 site);
• manages blog aggregation
• manages users;
• manages JUG sponsors & partners

there is no need for admin panel the adding of tags/articles/events is done

What has to be done is listing of CFP submissions for a logged in admin user.
