just had a similar issue on a fresh boot (Ubuntu Xenial , docker 1.11.1 ).
Right after boot, all docker cmds hang , and the following could be seen from systemd's journal:
~$ sudo journalctl -u docker
-- Logs begin at Mon 2016-05-16 21:37:06 UTC, end at Tue 2016-05-17 01:01:01 UTC. --
May 16 21:38:39 ip-10-16-101-236 systemd[1]: Starting Docker Application Container Engine...
May 16 21:38:52 ip-10-16-101-236 docker[2259]: time="2016-05-16T21:38:52.843538221Z" level=info msg="New containerd process, pid: 2623\n"
May 16 21:38:59 ip-10-16-101-236 docker[2259]: time="2016-05-16T21:38:59.218709678Z" level=info msg="previous instance of containerd still alive (2623)"
Although I can not explain, the bolded part of the logs, my workaround was to kill the docker process and containerd as well with:
ps axf | grep docker | grep -v grep | awk '{print "kill -9 " $1}' | sudo sh
A few seconds ater the kill, systemd stared a fresh docker process , and all was good from that point on.
Hope this helps while the real issue is being investigated
sudo dockerd
