AWS Development Account Setup Steps

1. Create account with consolidated billing.
2. Login using assume role
3. Setup subdomain dev.aodn.org.au in the dev account
4. Setup SES by verifying domain and adding records to the prod account to allow dev account to send emails.
5. Verify your email address
