🔍 How might we specify treatments of last minors?

In conjunction with identifying the current address of the investor who just came of age, we should update the lost investor searching policy to account for minors. Right now, it uses a blanket treatment for all accounts, which is not what has happened in practice given child online privacy laws. Ideally, we can get some sub-issues opened up because we need to configure a CRON that checks for a lot of this and implements a logging system which marks exact timestamps for when investors are deemed lost, including through horizon scans for account activity if not communicated in the investor app to a server checking for PII pulls.

I sent The Guardian an email on 3 Oct 2025 at 1:23 PM ET, which was not responded to or tracked for opening. However, in a call with their registered phone number today at 3:21 PM ET, the investor affirmed that the now-major was still living at their continuously current registered address.

Now the question is how to approach outreach without a registered contact email, which I would presume to be normal since parents wouldn't generally set up their kid's email.¹

The challenge here is moving from a sub-PII record to legacy while maintaining the claimable-balance record associated with the arbitrary public key. The holdings structure presumed in offline records from legacy agents does not cleanly map onto this without centralization... Working through it to 🤞 keep the claiming atomic with a rescission and reissuance in one tx.
