After the site migration in fc9fdaf and associated domain transfer away from #7 provider, domains were set to redirect to www for the site.

However, this led to federation not resolving because parsing the stellar.toml forced a redirect away from name*rootdomain.com to www.domain....

It looks like Orbit tried to deal with this in the past at stellar-expert/stellar-expert-explorer#852, but it definitely still wasn't working with forwarded root domains. So, in the interim, I have changed root back to no subdomain, and now want to serve the toml (and other well-known assets) on the requested domain without redirects.

I think this makes sense broadly since we can't expect all explorers to implement caching. I'm already asking for a lot in TOML Upgrades to support additional classification data in peers.
