Scrolling character/combat lists on mobile

When your character list is long enough to scroll there isn't any real estate to scroll the list. Instead it tries to drag and drop characters/combatants to reorder them. This is pretty annoying. It isn't like this on the desktop version due to the presence of scrollbars and the ability to use a mouse wheel.

Decide on one of the following approaches:

• Add a gutter to the left/right of the list to allow for a finger to drag the list up and down without reordering characters/combatants.
• Add a toggle locking mechanism to disable/enable reordering of characters/combatants so that the list can be scrolled as intended without reordering.

Reordering won't be a super common thing as opposed to scrolling the list, so if the latter is chosen reordering should be locked by default.
