is this still relevant as an External App?

I believe the localisation for France has been merged into the core code, so I was wondering whether this App still relevant?

If not there should at least be a clarifying comment in the README.

Hi @vrms, I will compare my app with the core but I think journal code depending of mode of payment is not managed, I will check and send a PR
