Update references to section numbers in code

The RIFT-Python source code has numerous references to section numbers and paragraph numbers in the RIFT specification. However, as newer versions of the RIFT specification were published, these section and paragraph numbers changed. Once the RIFT specification has been published as an RFC and the section numbers are no longer subject to change, go through the code and update all the references.
