Doesn't work

Kept getting call back errors:

[CustomTags Error]: Header Tag - tag resource "P:\projects\parser\examples\tags\tag.php" found but callback "ct_header" wasn't.
This is text that is unaffected by the tags as it is outside the tag scope.
