How to compose a mail in plain text?

As the title says, how to compose a new mail in plain text? Ideally how to configure it globally?

To give you some background, when sending to mailing lists such as the Linux kernel mailing list it is crucial to sent plain text only.
HTML mails go straight to /dev/null.
