Custom messages when events occur

Having the ability to log and/or message players with a specific permission node when someone buys a region e.g.

• Log on events (serverlog or custom log)
• Message on events

IMHO logging should be "compulsory". Just single line into console would do the trick.

Logging will be enabled as the standard option, but it should be optional and we should be able to log into our own log. Logging to the serverlog implies that it would be in the console as well.
Not sure whats unclear about the text above.
