Write scraper for SCO payroll data

SCO publishes payroll and headcounts at various levels here. We are interested in breakdowns by department, and in particular roles within research data, research scientist, and IT classifications. Having this data will allow us to answer questions like "How many RDS's are in CDPH?"

This should be a relatively straightforward site to scrape, though it tends to be lagging (currently 2024 is the most recent year). So it's not a way to get very recent headcounts, or job postings, or org charts. Just gross high-level stats per department on what classifications they are using.
