Tracking issue: update `rock-release-oci-factory` files in rock repos to use the new file

PR #433 made a necessary update for releasing rocks to OCI Factory on merges to main. Most rock repos are pinned to a previous commit, so we should update them.
The list of rock repos to make the update in are:
