move all relevant configuration options to tox.ini and pyproject.toml config sections

move any custom things like custom length length to relevant sections and also migrate everything out of .pylintrc

TODO:

• move line length for ruff, mypy, and pylint into appropriate config section in either pyproject.toml or tox.ini
• migrate everything out of .pylintrc
