enable nginx workload tracing

Enhancement Proposal

with canonical/cos-coordinated-workers#77 completed, cos-coordinated-workers now supports nginx charm tracing.

Use it in this charm.

Requirements:

• use nginx module from charmlibs #285
• Ensure that the nginx rock we're using supports it, if not upgrade it
