Update vcpkg port as part of the release process

I have been loosely keeping the LibMultiSense vcpkg port up-to-date as new releases come out. This is a request to officially support the vcpkg port and update it as part of the release process. Fair warning that this is a difficult thing to automate effectively if the build system is changed between releases, so some manual intervention would likely be involved.
