Handling 429 Status Code

I seem to have a throttling issue while trying to download from a url like
https://www.kaggle.com/rowhitswami/all-indian-companies-registration-data-1900-2019/download
The data itself is around ~120 MB and I am using grab to enable downloading huge files but I keep getting (Too Many Request)

I appreciate if someone can help me with that issue.
